Review and support our ECO4 extension proposals

We've published our discussion paper on the Government's consultation to extend ECO4. The paper outlines the key risks in the current proposals, evidence from past transitions, and constructive options to ensure the extension meets its stated objectives:

  • Maintaining support for householders and ensuring value for money for bill payers
  • Safeguarding jobs and supply chain continuity
  • Strengthening consumer protections and remediation
  • Providing certainty for investment and delivery

Impact 

Without changes, the extension risks becoming a cost recovery exercise, leaving bill payers funding nearly £1bn more in policy costs while up to 50,000 households miss out on upgrades. 

A recent IAAF survey indicates that 93% of employers may have to lay off staff without clarity, which could lead to catastrophic job losses and delay the implementation of the Warm Homes Plan.

Alongside the paper, we are drafting a letter to The Rt Hon Ed Miliband MP, Secretary of State for Energy Security and Net Zero, to directly highlight these issues. We believe this is an opportunity for the Government to provide the certainty needed for investment and to ensure households benefit from this policy.
